I got this working pretty nicely. I can set a direction and have the tentacle segments rotate toward it, one at a time, from the base to the tip. The rest of the tentacle is dragged along until the entire tentacle is pointing in the desired direction.

So now what about the surface?
Sketched some ideas out.
